ABOUT THE ORGANISATION

About the Organisation

The Deputy State Secretariat Responsible for Implementing Economic Development Programs in the Ministry of Finance acts as the Managing Authority for the Economic Development and Innovation Operational Programme 2014-2020 in Hungary (EDIOP). EDIOP covers the 6 convergence regions of Hungary (excluding Budapest and Pest County).

EDIOP is financed from ERDF, ESF and co-financed by the Hungarian state budget. Total financial frame is EUR 8 813 million.

EDIOP includes eight thematic priorities:

  1.  SME competitiveness;
  2.  Research and Development and Innovation;
  3.  Infocommunication Technologies;
  4.  Energy;
  5.  Employment;
  6.  Training;
  7.  Tourism;
  8.  Financial instruments including loan, guarantee and equity products.

Total volume of financial instruments is EUR 2 235 million.

Previously the State Secretariat acted as The Managing Authority (MA) of the Economic Development Operational Programme 2007-2013 in Hungary (EDOP). EDOP was financed from ERDF and co-financed by the Hungarian state budget. Total financial frame was EUR 3 363 million.

EDOP included four thematic priorities:

  1.  R&D and innovation for competitiveness;
  2.  Complex development of enterprises (focusing on SMEs);
  3.  Improvement of modern business environment;
  4.  Financial instruments including loan, guarantee and equity products.

Total volume of financial instruments was EUR 727 million.

Throughout the past years we have accumulated considerable experience in the implementation of financial instruments in Hungary through launching and managing numerous FI projects in various product groups.

Information about Project Partner

The EDIOP Managing Authority manages a broad variety of financial instruments products for 6 regions in Hungary using ERDF and ESF sources and domestic co-funding. Products include microloans, loans, combined products comprising of loan and non-refundable grant and equity-type measures.



Priority target groups of EDOP include young entrepreneurs, unemployed people and inactive population, female entrepreneurs and social enterprises. EDIOP offers dedicated measures and/or preferential treatment for these target groups.


Lessons


ATM for SMEs made it possible to learn a number of workable solutions in the field of microfinancing. The most interesting examples for us are collateral requirements; complex products including mentoring, coaching; loan approval mechanisms; specifically targeted products; and innovative promotion of products and initiatives.
